Final decision-making authority for the Federation resides with General Membership Meetings, which are assemblies of authorized delegates from member organizations.
An individual person is eligible to become an authorized delegate if (a) he/she is a member of the sending organization, and (b) the sending organization is a full member of the Federation. An eligible person becomes an authorized delegate upon being duly designated as such by the sending organization.
General Membership Meetings are open to invited guests and to all individual members (in addition to authorized delegates) of organizations that in turn are full members or associate members of the Federation. These meetings commonly feature Federation decision-making, committee reports, and a special speaker or workshop.
In decision-making at General Membership Meetings, voting is permitted by authorized delegates only. One vote is allowed for each full-member organization.
During the interim between General Membership Meetings, the affairs of the Federation -- with several important exceptions -- are managed by the Board of Directors. Those exceptions are that the Board is expressly prohibited from exercising any policy-making function, incurring any indebtedness, obligating under contract, or disbursing the Federation's funds except as has been specifically authorized by the Federation General Membership.
The Board makes recommendations to the General Membership and is subject to the orders of the Federation's General Membership. None of its acts is allowed to conflict with actions taken by the Federation's General Membership.
Board members are elected at the November General Membership Meeting. Each year, the Board elects the Federation's officers from among the Board's members: President, First Vice-President, Second Vice-President, Secretary, and Treasurer.
